CBC was formed in 1991 and is a non-profit making federation of 25 local authorities based broadly across the southern half of England. Members collective procurement spend is currently in excess of £5,000m with the authorities involved representing over 24% of the population of England.
CBC now has a wider remit compared to its original purchasing and now collaborates and share intelligence on a wider range of procurement related activities with the following objectives:
The purpose of the Consortium shall be by that by working together we maximise the overall contribution from our procurement activity for all members across the full spectrum of areas impacted by our procurement activity by:
COLLABORATION – As a group share best practice and intelligence, working jointly on common challenges and opportunities across all aspects of procurement.
Where appropriate collaborate on procurement arrangements for selected goods and services that are required by the member local authorities, which enable them to make financial savings and efficiency improvements.
BENCHMARKING – To undertake benchmarking and comparative exercises to enable authorities to learn from others and achieve the optimum solution
LEARNING – To help develop the skills and knowledge of individuals in member authorities by both knowledge sharing and jointly commissioning procuring training packages.
NETWORKING – By operating specialist Network Groups for relevant subject matters, by which member authorities can actively exchange ideas, learn about, and explore opportunities for innovation, improvements and enhanced savings as well the wider issues impacting local government procurement, including regulatory changes, supply market, government policy or social and environmental issues.
INFLUENCE – To actively influence and promote relevant procurement ideas and collectively look to influence policy.
INTERNAL CONSULTANCY – Members offer practical support or a shared service to other member authorities where one authority has skills, knowledge and capacity which can benefit another authority which has a specific need or requirement.
